Tom’s Career Story: Protecting Communities Before Risk Becomes a Crisis

Tom Anderson, Director of Risk Control & Public Safety Risk Management, North Carolina League of Municipalities

Many people think of public service as the work that happens directly in city halls, police departments, fire stations, or public works facilities. Behind those frontline services is another essential layer of support: professionals who help local governments identify risks, strengthen policies, and prevent problems before they become claims, crises, or costly disruptions.

For Tom Anderson, that work is rooted in a career of service. Before joining the North Carolina League of Municipalities, Tom spent more than two decades in municipal law enforcement, including service as a police chief. That background gave him a deep understanding of the challenges cities face every day and the importance of strong leadership, sound policies, and practical training when communities are under pressure.

Today, Tom applies that experience on a statewide scale. The North Carolina League of Municipalities supports and provides services to more than 540 cities and towns across the state. Through risk control and public safety field services, Tom helps members strengthen policies, identify emerging exposures, support law enforcement agencies, and develop training programs that reduce risk before it affects residents, employees, or public resources.

One example is the League’s annual defensive driver training program, which is available to law enforcement officers from members of the Property and Casualty Trust. The two-day program combines classroom instruction with behind-the-wheel exercises designed to help officers better understand vehicle dynamics and strengthen safe-driving practices during pursuits. Professional drivers assist with the track-based portion of the training, helping participants understand how braking, acceleration, vehicle weight, and road conditions affect vehicle control.

In April 2026, officers representing more than 30 police departments participated in the program’s 13th year. Participants returned to their departments with additional knowledge and tools they could use to evaluate and strengthen their own driver-training programs. The program demonstrates how practical, specialized training can help members manage difficult exposures, protect employees and the public, and reduce the likelihood of preventable losses.

Tom’s description of risk management as an extension of public service is what makes his story powerful. His work supports the people who serve communities every day by helping them reduce risk, strengthen operations, and pursue positive outcomes. By working alongside city leaders, police chiefs, HR directors, public works teams, and other local officials, Tom helps protect individual communities while supporting the strength of the broader NCLM membership.
